Peter Earl

Chief Executive Officer

Peter Earl began his career at the Boston Consulting Group Inc. advising state-owned companies. In 1994 he acted on secondment to the World Bank and UNDP in Bolivia. He has advised governments on privatisations in Latin America and Eastern Europe having served as Deputy Chairman for the United Nations Economic Commission for Europe infrastructure finance group. He became a director of Fieldstone Private Capital Group in London in 1994, where he advised on cross-border power sector acquisitions and bids totalling approximately US$6 billion, involving 5,000 MW of installed generating capacity. In 1995 he founded Independent Power Corporation PLC and is also a director of IPSA Group PLC. He is an Oxford University graduate and was a Kennedy Scholar at Harvard University.


Yuri Goligorsky

Director, Russia and Kazakhstan

By profession Yuri is a free-lance consultant and journalist. He has been part of the IPC team since its inception and has been advising on business development across Russia and Kazakhstan. From the beginning of his career, he has worked for the BBC world Service as Senior Producer of Current Affairs until 1990; Regional Editor for the FSU and South-West Asia until 1995; Editor in Chief and later Acting Head of BBC Central Asian Service until 2003; he acted as BBC Business Development Executive until 2007. Yuri owns his own London-based consultancy on cross-border broadcasting and training, PTP Partnership.


Ana Gorgyan

Associate Director and Company Secretary 

Ana Gorgyan joined IPC in 2008 after her MBA from Copenhagen Business School. She also holds a Master’s degree in Mechanical Engineering from the Royal Institute of Technology Stockholm, Sweden.  She has gained hands-on experience in power development sector developing and managing power projects in emerging markets in Russia, Kazakhstan, UAE and Chile among others. Over the past year she has been in technical advisory role to RSS, a rental solutions group from Dubai, on 200MW power development in Ghana. Ana worked as investment advisor for telecommunication and biopharmaceutical industries in the past. She is a qualified Chartered Engineer and has been nominated for the Young Energy Professional Award 2014 with Energy Institute, UK’s professional body for the energy industry.


Ian Cowan

Senior Project Manager

Ian Cowan has almost 30 years of experience in project development and project management / engineering, construction management and plant operations / commissioning (power generation / chemical processes) and 21 years within power generation across numerous projects with an aggregated capacity of 3,000 MW in Europe, the Middle East and Africa. He held positions as hands-on project manager on all projects within the last 11 years running teams of up to 100 staff at any one time, with overall commercial as well as technical responsibilities. He has extensive experience of all aspects of power plant design, construction and commissioning. Ian acts as project manager during EPC selection, leading to financial close, transferring to the site works through to commercial operation.
